On 21 May 2021, Hayley Guglietta, a community leader and Network Manager for Avon‑Ōtākaro Network, took to the podium at Christchurch City Council to deliver a compelling deputation regarding the Draft Development Contributions Policy 2021.

Hayley’s message was clear: Christchurch’s recovery and transformation are driven not only by infrastructure projects but also by the unwavering dedication of grassroots volunteers. She highlighted how community groups—planted trees, restored riverbanks, maintained open spaces—play a pivotal role in nurturing healthier, more resilient neighbourhoods.

Drawing attention to a critical oversight within the draft policy, Hayley urged council to extend funding eligibility to the community sector. She argued that if development contributions code for roads, pipes, and playgrounds, why shouldn’t they support the restoration of the ecosystems and social fabric that underpin those very spaces?

Hayley’s appeal went beyond a technical policy critique—it was a heartfelt call for justice and mutual respect. She reminded councillors that true progress comes from harnessing collective effort: civic leaders working with communities, not for them. Her advocacy for fair resource distribution resonated with many and reinforced the importance of inclusive policy-making.
